Shelter WA’s Annual General Meeting was held on Thursday, 2 November at The Platform.

Background/Election

There were three board vacancies and nominations for Ordinary Board Member positions were received from.

  • Alf Lay – Individual member, Group Manager, Development, LWP Group.
  • Mark Slattery – Ruah Community Services.
  • Tina Ugle – Noongar Mia Mia.

Therefore, the three nominees were appointed to the Shelter WA Board.

  • Michael Piu – CEO, St Patrick’s Community Support Centre (St Pat’s).
  • John Lysaught – CEO, Advance Housing.
  • Simon Robbins – Director Corporate Services, Rise.
  • Michael Chester – Co-CEO, Uniting WA.
  • Kathryn Moorey – CEO, Stellar Living Ltd.

Shelter WA Board, Retirement

Gordon Cole, Co-Founder & Director of Blak Digital Pty Ltd and Chairperson of the Noongar Chamber of Commerce and Industry (NCCI) retires from the Board after four years, commencing in 2019.

Keynote Presentation

The Executive Director of the Office of Homelessness at the Department of Communities Emma Colombera gave an update about the work of her Office. Established in early 2022 it provides a focus on the stewardship, coordination, strategic planning, and practices relating to homelessness.

“That was a fantastic thing.”

“It was established … when Government elevated homelessness to a standalone ministerial portfolio,” Ms Colombera said. “That was a fantastic thing, to actually pull homelessness out from the broader community services umbrella and say this is a standalone portfolio.

“That is how important it is … this has a dedicated and targeted focus and a minister who wants an absolutely clear line of sight over everything that his Department (of Communities) is doing and we can only do that in partnership with you all and with the sector.

“This has a dedicated and targeted focus.”

“I’m sure many of you would have had some contact with the Minister for Homelessness and would know how driven he is to get … more social housing but to really make a difference. It is particularly challenging at the moment with the housing market as it is and I think that that has been very well reflected in Shelter WA’s Pre-Budget Submission.”

The Office of Homelessness is guided by All Paths Lead to a Home: Western Australia’s 10-Year Strategy on Homelessness 2020-2030 (the Strategy) and a Housing First approach.

“The Strategy guides what we do, and we are doing quite bit of work internally just to make sure that all of our projects – and there are many of them – fit within and contribute to the delivery of the Strategy,” said Emma.

Some of the initiatives delivered by the Office of Homelessness recently include the Djuripiny Mia program in partnership with Housing Choices WA. And the $5.5 million acquisition of the Murray Hotel in West Perth to provide an additional 30 rooms for people experiencing homelessness in the metropolitan area with St Vincent de Paul Society in WA recently appointed to manage the service.

Homelessness Commissioning Reference Group

Emma Colombera announced the Department of Communities will establish a Homelessness Commissioning Reference Group (the HCRG). The HCRG will consist of up to 15 members and include a diverse representation of professional expertise, knowledge and viewpoints from across Western Australia.

The Office of Homelessness is working with Shelter WA on developing the representation which includes people with lived experience who have utilised services in Western Australia.

Nominations close on Monday, 13 November 2023 at 5.00pm.

There are two application processes, one for People with Lived Experience and one for homelessness service groups, Aboriginal Controlled Community Organisations, regional and relevant peak bodies.

Minutes, Financial Statements, Auditor

Copies of minutes from Annual General Meeting 2022 were presented. They were moved, seconded.

The financial statements for 2022/23 were audited by Australian Audit Group and they issued an unqualified audit opinion, confirming that the financial statements give a true and fair view of the financial position of Shelter WA Inc as of 30 June 2023. They were moved, seconded.

It was then proposed Shelter WA nominate Australian Audit Group Pty Ltd as auditors for the 2023/24 financial year. This was moved, seconded.
