Our Head of Policy and Sector Development Paula O’Leary catches up with Ireland’s homelessness and housing sector leaders.
She met with Pat Doyle, CEO, Brian Friel, Deputy CEO and Bernie Keigher, Director of Services with Responsibility for Homeless Services from the Peter McVerry Trust (PMVT) in Dublin.
Pat is also the current President of the Irish Council for Social Housing, the representative association for approved housing bodies in Ireland.
Provider of Housing First
Peter McVerry Trust is Ireland’s largest provider of Housing First services with an impressive 87 per cent retention rate and a focus on complex needs. Since 2020, the charity has been responsible for 61 per cent of the services delivered under the National Housing First Implementation Plan.
The Housing First model aims to provide a person sleeping rough, or someone who has been long-term homeless, with their own secure accommodation as well as access to intensive and specialised support services.
Shelter WA’s Policy and Sector Development, Paula O’Leary said the visits were crucial to understanding International best practice Homelessness and Social Housing as we look to grow and develop capacity and capability of both sectors in Western Australia.

Rapid Response
“It is fantastic to hear about the sector leading work Peter McVerry are doing in the Housing First space in Ireland and a great opportunity to discuss key learnings and collaboration opportunities to bring back to the WA service environment,” she said.
Deputy CEO Brian Friel emphasised the importance of the integration of Housing and health and rapid response to any tenancy issues as key success factor of Housing First.
With number of housing projects at various stages of completion PMVT manage almost 1,500 properties in nine regions around Ireland providing safe and secure housing.
Paula also visited The Housing Agency, Dublin Simon Community and Dublin Region Homeless Executive, Dublin City Council during her trip.
