Veterans are recognised as a population at higher risk of homelessness and are less likely to access mainstream homelessness services than the general population.
On Wednesday, 16 February 2022 the Royal Australian Air Force Association Inc WA (RAAFA) launched the Andrew Russell Veteran’s Living (ARVL) Program in Western Australia to help address homelessness in veterans.
Transitional Housing
Modelled on a successful program established in South Australia in 2016, ARVL is a two-part program which provides transitional housing and connection to professional support services followed by appropriate and affordable permanent housing. As part of the program RAAFA intends to develop a network of service providers to provide specialist support services to assist veterans into permanent housing.
Sergeant Andrew Russell
The Andrew Russell Veteran Living Program is named in honour of Sergeant Andrew Russell. Sergeant Russell was serving with the Perth-based Special Air Service Regiment in Afghanistan, when the long-range patrol vehicle in which he was travelling struck a suspected anti-vehicle mine on 16 February 2002.
Sergeant Russell’s death in Afghanistan represented the first Australian military death in action since the Vietnam War more than 30 years prior. Sergeant Russell is survived by his wife Kylie and daughter Leisa.
The launch of the ARVL Program in WA marks 20 years since Sergeant Russell’s passing.
